The Alliance of Bioversity International and CIAT invites qualified bidders to submit proposals for the construction of Screenhouse Solar Hybrid Dryer, and fabrication and installation of cassava processing equipment, in accordance with the terms of reference detailed below: Construction of the Screenhouse Solar Hybrid Dryer Dimensions: 15m (Length) × 8m (Width) × 3.35m (Height) Cover: Polycarbonate sheet Frame: Steel Foundation: Concrete Ventilation: 4 exhaust fans powered by PV solar panels Drying System: 3 wooden drying racks, each with 4 rows, fitted with food-grade mesh Heating System: External brick structure designed to generate heat from biomass and liquefied gas, with pipes delivering hot air into the dryer Relative humidity (Rh) and Temperature (T°) records: The dryer should be fitted with data loggers to record the Rh and T° daily, inside the dryer (in 3 locations) and outside (in one location). However, the second unit will be made after the first unit has passed the evaluation process to ensure that it meets quality requirements. Note: All surfaces that come into direct contact with food being processed must be stainless steel/food grade. Participate in testing the dryer to ensure it serves the purpose it was designed for (i.e., drying cassava grates to the moisture content 12%) within 2 to 4 days under optimum sunshine. Providing maintenance services for one year in case of any failures after construction. The location of the second copy of each item will be provided once the first one has been successfully made Interested firms /Bidder/Consortia must provide information indicating that members of Consortia are qualified to perform the Services and demonstrate the following: Be registered with relevant Professional Bodies in Rwanda Have at least 5 years experience in dealing with Similar projects, value and scope. Provide Company details (year of establishment, ownership type) Demonstrate availability of appropriate Skills among Staff, with resumes of key personnel relevant to the assignment Provide Audited accounts for the last three (3) years Provide proof of similar works done with references contacts (e-mail addresses, telephone numbers) of referees (firms for whom you have provided similar services). Cost-effectiveness and value for money. 30 3 Past Performance & References Client references and feedback from past projects. Ability to meet deadlines and maintain quality standards. 20 4 Compliance with Tender Requirements Submission of all required documents (licenses, certifications, tax compliance, etc.). Adherence to the format and completeness of the proposal. Understanding of the project scope and objectives. 10 ANTI-BRIBERY AND CORRUPTION All Bidders are required to comply fully with the Anti-Bribery and Corruption Act. EXCLUSION CRITERIA Any Bidder is required to confirm in writing that: Neither it nor any related company to which it regularly subcontracts is insolvent or is being wound up, is having its affairs administered by the courts, has entered into an arrangement withcreditors, has suspended business activities, is the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations; Neither it nor a company to which it regularly subcontracts has been convicted of fraud, corruption, involvement in a criminal organization, any money laundering offence, any offence concerning professionalconduct, breaches of applicable labour law or labour tax legislation or any other illegal activity by a judgment in any court of law whether national or international. Neither it nor a company to which it regularly subcontracts has failed to comply with its obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the relevant country in which it the Bidder operates. Any Bidder will automatically be excluded/Disqualified from the award if it is found that they are guilty of misrepresentation in supplying the required information within their tender bid or fail to supply the required information. They have not been barred from participating in any tender by any of the CGIAR organizations CONFLICT OF INTEREST / NON-COLLUSION Any Bidder is required to confirm in writing: That it is not aware of any connection between it or any of its directors or senior managers and the directors and staff of CIAT which may affect the outcome of the selection process. If there are such connections the Bidder is required to disclose them. That it has not communicated to anyone other than CIAT the amount or approximate amount of the tender.
