General Procurement Notice for Procurement of Goods and Consultancy Services. The Government of Libya (GOL) has received financing from the African Development Bank (AfDB), through the Fund for African Private Sector Assistance (FAPA), toward the cost of the Strengthening Enabling Business Environment through Public Financial Management Support Project (SEBE-PFM). The overarching objective of the Project is to strengthen and modernize the countrys public financial management systems to improve public expenditure management for the delivery of basic public services and critical infrastructure. This will help foster an enabling environment for private sector growth in Libya. Specifically, the project will support the development of a comprehensive PFM Reform Strategy (including enhancing public procurement, PPP frameworks, and SOE reforms) and a PFM Digitalization Strategy, as well as the capacity building needed to implement these reforms. The projects components are as follows: Component1:PFMReformSupport :This component will support the drafting of a short- and medium-term PFM Reform Strategy, which includes strengthening public procurement processes, establishing an institutional framework for Public Private Partnerships (PPP), and introducing reform measures for StateOwned Enterprises (SOEs). The component also features a Change Management plan to build implementation capacity. Under this component a consulting firm with expertise in PFM strategy, public procurement, PPP, SOE reforms, and change GPN will be engaged to design and finalize the PFM Reform Strategy while providing accompanying capacity-building workshops. Component2: PFMDigitalizationSupport :This component focuses on assessing the existing IT infrastructure and undertaking feasibility studies for Data Center and Integrated Financial Management Information System (IFMIS) implementation. It will culminate in a PFM Digitalization Strategy that includes a clear roadmap and action plan for deploying digital systems in the Ministry of Finance and other relevant government agencies. Component 2 will involve a consulting firm specializing in IT infrastructure, data center development, enterprise architecture planning, and IFMIS functional requirements to perform comprehensive assessments, generate technical and procurement documents, and devise the PFM Digitalization Strategy Component3: Project Management:This component provides resources for day-to-day management of the project, including the recruitment of a Procurement Specialist and a Financial Management Specialist to support the Project Management Unit (PMU). It also covers meeting costs, external audits, Project Completion Reports (PCR) consultant and contingencies. Procurement of goods and consultancy services under the project will be carried out in accordance with the Procurement Framework for Bank Group Funded Operations dated October 2015, which is available on the African Development Banks website at https://www.afdb.org.
