The Ordering Of The Contracting Authority In The Subject Of The Contract Should Be Treated As Minimum Requirements. The Employer Allows The Offer Of A Higher Quality Specification, Which Meets The Remaining Requirements Set Out In The Technical Documentation, Unless The Contracting Authority Indicated The Upper And Lower Limits (The Fork From - To) Of The Parameter.
