General Procurement Notice for Construction and Equipping of a Secondary School with 42 Classrooms, Provision of Educational Materials and Supplies, as Well as Capacity Building of Teachers The principal objective of the project is to support the Government of Mozambique in increasing access to quality Secondary Education through construction and equipping of a Secondary School with 42 classrooms, provision of educational materials and supplies, as well as capacity building of teachers. The project scope covers the following five components: (i) Increasing access to Secondary Education; (ii) Enhancing Quality of Education; (iii) Support to the Project Management; (iv) Financial Audit and (v) Contingency Emergency Response Component (CERC). The project will comprise of two major procurement packages namely: Civil works (Construction of the Secondary School Blocks, student dormitories and Instructors residential units) to be procured through ICB Open and the Design and Supervision consultancy services for the civil works which will be procured through Member Country shortlists-QCBS method. The goods shall be comprised of: IT, laboratory equipment (chemistry, physics and biology), school, instructors residential and dormitory furniture, Kitchen as well as Sports equipment. These will be procured through National Competitive Bidding (NCB) among others. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods, Works and related services under Islamic Development Bank Project Financing (April 2019, revised in February 2023), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Procurement of Consultant Services under Islamic Development Bank Project Financing (April 2019, revised in February 2023).
