Building Consultancy Services – Services For Evaluating The Value Of Built And Unbuilt Real Estate. The City Of Riihimäki (Hereinafter The Procurement Unit Or The Client) Requests Bids For The Evaluation Of The Value Of Built And Unbuilt Properties In Accordance With The Request For Bids And Its Appendices. The Object Of The Acquisition Is The Evaluation Of The Value Of Built And Unbuilt Real Estate In The Following Categories: - Business Plot Intended For Transfer Or Rent (Finished Plot Or Plot Or Part Of A Plot Intended For Zoning According To The Given Objectives). The Market Value Of The Plot Is Assessed. -Target Area That Has, Or Is Intended To Be Zoned For Transfer Or Rent, With Several Plots Intended For Commercial Activities. The Regional Unit Price Corresponding To The Market Value Per Square Meter Of Area Or Square Meter Of Building Right Is Evaluated, As Well As, If Necessary, Specifying Factors That Increase Or Decrease The Market Value Of The Finished Plot. - Y-Plots, Etc. To Be Handed Over For The Needs Of Public Services, Plots And Areas To Be Rented And Purchased, As Well As Similar Special Objects. The Market Value Of The Object Is Assessed. -Assessment Of The Propertys (Built) Market Value. The Market Value Of The Object (Building And Land Area) Is Evaluated. In Addition, The Subject Of The Procurement Is For The Preparation Of A Zoning Model For Plots Of Land Intended For City Housing, Including A Review Of Existing Price Zones And An Assessment Of The Market Price For Each Zone As Follows: - For The Unit Price Of A Typical Plot Of Land In The Zone, Based On The Square Meter Of Building Rights For Ak And Ar Plots, And For Ao Plots, Based On The Square Meter Of Surface Area - The Corresponding Maximum Values Of The Zone - The Corresponding Minimum Values Of The Zone - For Individual Plots, The Factors That Increase And Decrease The Value Separately For Ak-Ar And Ao Plots All Assessments Must Meet The Requirements Of Section 130 Of The Municipal Act And Article 107, Paragraph 1 Of Eut, And The Requirements Of The Aka Standard. The Contract Concluded On The Basis Of The Tender Establishes A Framework Arrangement For Which Three (3) Framework Contract Suppliers Are Selected. The Customer Reserves The Right To Choose Less Than Three (3) Bidders If There Are Not Enough Accepted Bids. Within The Framework Arrangement, Orders Follow A Priority Order Based On The Outcome Of The Bidding Process, Where The Bidder With The Most Points In The Bidding Process Is The First, The Second With The Most Points Is The Second, Etc. During The Contract Period, Orders Are Placed From The Supplier Who Made The Most Economically Advantageous Offer In The First Place During The Contract Period (Priority 1). The Duration Of The Contract Period Is Two (2) Years And The Contract Includes The Possibility Of Two (2) One (1) Year Options (2+1+1). The Procurement Unit Does Not Commit To Specific Procurement Quantities, And The Contract Does Not Create An Exclusive Right For The Service Provider To Carry Out The Procurement. In This Procurement, The Lowest Price Is Used As The Basis For Overall Economic Profitability. All Procurement Requirements Are Presented In The Tender Request And Its Annex
