Notice Of Intent To Direct Awardprime Consultant Services For Vgh Fire Alarm Upgrade – Phase 1Adocument Number: F498-01Noivancouver Coastal Health (Vch) Intends To Award A Contract To Wsp Canada Inc. For Prime Consultant And Electrical Engineering Services For The Vgh Fire Alarm Upgrade – Phase 1. The Scope Includes Detailed Design, Construction Documentation, Tender Support, Construction Administration And Closeout For The Replacement Of Fire Alarm Nodes And Field Devices Within Vancouver General Hospital (Vgh) Jim Pattison Pavilion South (Jps), Jim Pattison Pavilion North (Jpn) .The Maximum Value Of This Contract Award (Including Subconsultant Fees) Will Be $463,475.00 Plus Tax. Vch Has Chosen Not To Complete A Request For Proposal Process For The Following Reasons:Wsp Completed The Preceding Vgh Campus Fire Alarm Replacement Feasibility Study. Phase 1 Uses Wsp’S Findings On Existing System Baseline, Investigated The Network Architecture And Interfaces, And Priority Nodes And Field Devices Identified For Jps, Jpn In The Study, And Advance Them Into Detailed Design. Engaging Another Consultant Would Require The Previous Findings To Be Reviewed And Independently Validated Before The New Consultant Could Assume Professional Responsibility For The Design, Resulting In Duplicated Investigation, Additional Time And Costs.Phase 1 Involves Replacing Fire Alarm Nodes And Field Devices Within Active Acute-Care Buildings That Must Remain Operational Throughout Construction. The Design Requires Carefully Coordinated Phasing, Temporary Measures And Cutover Procedures To Maintain Code-Compliant Fire Alarm Protection And Monitoring. Wsp’S Existing Knowledge Of The Site And Fire Alarm Network Supports Development Of A Coordinated Cutover Strategy And Reduces The Risk Of Disruption To Clinical Operations And Patient Care.Wsp Has Completed Investigations Of The Interconnected Campus Fire Alarm Network And Is Currently Involved In Several Other Projects Requiring Tie-Ins To The Same Network. This Provides Wsp With Current Knowledge Of The Existing And Planned System Configuration, Affected Interfaces And Cutover Constraints. Retaining Wsp Allows Phase 1 To Be Coordinated With These Ongoing Changes While Reducing Duplicated Investigation, Potential Design Conflicts And Incompatible Phasing.The Project Encompasses Fire Alarm Systems And Devices Across Multiple Buildings, Varying In Manufacturer, Communication Protocol, And Age. The Prime Consultant Must Possess Broad Technical Expertise In Both Current Equipment And Discontinued Legacy Devices.Wsp Is A Professional Engineering Firm Pre-Qualified With The Health Authority For Acute-Care And Non-Acute-Care Projects, And Complies With All Applicable Insurance And Worksafe Requirements.Consultants May Challenge This Decision By Sending An Email Tothe Undersigned By October 5, 2026, At 15:00 Local Time.Provide Proof Showing Your Experience Related To The Requirements Outlined In This Notice Of Intent.
