Context Within the working framework, SEL intends to commission an Agricultural Mechanization Assessment to assess the current mechanization landscape, identify key gaps and constraints, and develop practical recommendations for improving sustainable and affordable access to appropriate mechanization for agricultural producers and MSMEs. The assessment will cover the SEL target areas of North Lebanon (particularly Minieh-Dinnieh and Akkar), Beqaa (Zahle, South of Baalbek and West Beqaa), and Mount Lebanon (Chouf and Aley), complemented by an analysis of the relevant national policy, institutional, regulatory and financing environment. Tasks and Services to be Performed by the Contractor The contractor will conduct an integrated assessment at micro, meso and macro levels, covering agricultural producers, machinery service providers and other relevant private-sector actors, as well as the national enabling environment. Key areas of assessment include: existing mechanization capacities, demand and supply gaps; technical, financial, operational and institutional constraints; machinery rental, custom-hiring, shared-machinery and cooperative service models; machinery repair, maintenance, spare-parts and after-sales services; local manufacturing, fabrication, adaptation and refurbishment opportunities; financing mechanisms and commercially sustainable business models; digital solutions and capacity-development needs; and policy, institutional and Public-Private Partnership (PPP) opportunities.
