Expression of Interest for Installation and Commissioning of New Waterwell Date Added: July 13, 2026 Deadline: 03/08/2026 Category: Engineering Services NLNG has installed 12 water wells to supply cooling water to its Trains 1, 2 and 3, and all other water needs around plant, offices and the residential area. These wells are connected to the two main water pipelines. One of the wells (Well #10) however suffered abstraction and later declared unrecoverable. Having exhausted all possible approaches to rehabilitate the Waterwell #10, a replacement well was thereby proposed. The business objective is to restore the original raw water supply system operating philosophy of redundancy [N+2] ensuring optimum water production and continuous supply to improve asset functionality and reliability. 2.0 SCOPE OF WORK a. Geophysical survey to determine the optimal drilling location within the Waterwell #10 fenced area. b. Hydrogeological survey to confirm groundwater conditions and aquifer characteristics. c. Procurement and construction of a replacement Waterwell #10 replicating the design requirements to the existing borehole, risers, and header. d. Supply and installation of dataloggers system /equipment. e. Installation of free-issued equipment [pump]. f. Tie-in of the replacement Waterwell #10 to the raw water header. g. Connection of electrical system to the existing switchboard at the Waterwell #10 feeder cubicle. Contractor shall assess and revalidate the existing feeder and supply cable is adequate for the water well pump motor. If they are not adequate it shall be upgraded to make it suitable for the project. h. The scope shall include earthing/ bonding around the replacement well casing. i. Integration of new Waterwell #10 instrument elements to the existing Distributed Control System (DCS) j. Commissioning and Handover of new Waterwell #10 k. Decommissioning of existing Waterwell #10 l. Removal of any facility or materials around the existing water well #10 facility which could otherwise hinder successful delivery of the replacement Waterwell and restore same at completion where applicable, and disposal of unused material found on site in line with NLNG Asset Disposal Procedure. m. Updating of existing Waterwell #10 civil, electrical, mechanical, instrumentation, process, piping, and other associated deliverables applicable drawings and documents. n. Registering Waterwell #10 and its associated equipment to ensure the completeness of the asset register. 3.0 MANDATORY REQUIREMENTS Only companies considered to meet NLNGs pre-qualification requirements shall receive further correspondence from the Company, including receipt of invitations to tender for the Installation of New Waterwell. To qualify for consideration, interested companies are required to respond to this Expression on Interest (EOI) with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification. a. Companys Certificate of Incorporation. b. Complete copy of Form CAC 7 (Particulars of Directors) and/or the most recent complete Status Report issued by the CAC (or its equivalent). c. Complete copy of Form CAC 2 (statement of Share Capital and Return of Allotment of Shares) and/or the most recent complete Status Report issued by the CAC (or its equivalent). Please note that where a shareholder is a corporate entity, the entitys most recent complete status report, down to the level identifying all ultimate beneficial owner(s) shall be mandatorily required. d. Complete copy of Memorandum and Article of Association e. Tax Clearance Certificate for previous three (3) years (2023, 2024, 2025). f. Three (3) years financial accounts audited by a licensed accountancy firm which shall be a member of a recognised institute of accountancy. Most recent accounts should not have an end of year date more than 18 months before the time of EOI. g. Current/valid relevant Midstream and Downstream Oil and Gas Industry Service Permit (MDOGISP) issued by Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for Water Borehole Drilling (Major Category). h. Health Safety & Environment (HSE) Policy Statement and/or Management System. i. Quality Assurance/Quality Control (QA/QC) Policy Statement and/or Management System. j. A letter of reference/support from a bank or reputable financial institution. k. A detailed list of relevant experience with evidence to demonstrate capability and experience in undertaking the scope of the services within the last five (5) years with evidence e.g., contracts, award letters, purchase orders, work completion certificates etc. Kindly indicate names and contact of clients, location, and cost or volume of services provided with evidence. l. Company Profile, organisation, size, and structure, including any parent, technical partnership, alliance, or joint venture of companies to whom they belong, together with: i. CV of management team ii. CV of key technical personnel within the organisation available for the work. m. Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 [See Nigerian Content Compliance section below]. 4.0 NIGERIAN CONTENT REQUIREMENTS Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act 2010 a. Documentation to demonstrate that the entity is a Nigerian-registered company. Submission of certified true copies of CAC Forms 2A & 7A (or its equivalent/replacement) including company Memorandum and Articles of Association. All companies shall be Nigerian Indigenous Service Companies having 51% and above Nigerian equity in the shareholding and ownership structure. b. Evidence of registration on the Nigerian Content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS). c. The processes and procedures that explain the methodology of how it intends to comply with the requirements of the NOGICD Act 2010 (Nigerian Content Plan) and how to achieve the set target(s) in the schedule of the NOGICD Act 2010 and any guidelines and targets set by the Board. d. Details of the companys corporate organization overall Human Resources structure (management, supervisors, senior & junior skilled officers, etc.), identifying positions manned/occupied by Nigerian nationals with evidence of type of employment in-country and identifying the positions manned/occupied by other nationals. e. Proposed organogram for this work scope populated with nationality, qualifications of personnel and years of experience of personnel on the job (attach CV of key finance, operational and technical personnel) including a succession plan in this work scope. f. A detailed description of the location of facilities and infrastructure (assets, equipment, technical office, and administrative space, storage, etc.) in Nigeria to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the local subsidiaries. g. Demonstrate willingness to carry out Human Capital Development (HCD) in compliance with the Human Capacity Development 2020 guidelines of NCDMB. h. Evidence of Community Content Plan and any partnerships with companies owned by and operating within our Host Communities l.
