Expression of Interest for Consultancy Services for Design Review and Construction Supervision of the Construction of Designated Roads in Umuahia Abia State. The proposed implementation period for the design review, and construction supervision of the civil works for a period of 38 months. The assignment is expected to kick off by the Second quarter of 2026; ensuring full consistency with the TOR attached or referred to in this REOI. The detailed Terms of Reference (TOR) for the assignment can be requested via email or in person at the address provided below. The Abia State Ministry of Works now invites eligible consulting firms (Consultants) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services. The shortlisting criteria are: 1. Consultants registration certificate (brochures and company profile) 2. At least 10 years of General Experience of consulting firm in the field of required specialty 3. Description of at least three similar assignments with evidence of award (letter of award and/or contract agreement) 4. Availability of appropriate skills among key staff presented for the assignment. (Highway Engineer, Environmentalist/Sociologist, Topographic Surveyor, Bridge/Structural Engineer, Traffic Specialist, Materials/ Pavement Engineer) Key Experts will not be evaluated at the shortlisting stage The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of the Procurement Policy of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing April 2019 (Revised February 2023) (the Procurement Guidelines), setting forth IsDBs policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A consultant will be selected in accordance with the Quality Cost Based Selection [QCBS] method limited to Firms from Member Countries set out in the Procurement Guidelines.
