Consultative Engineering And Construction Services – Bornholms El-Produktion A/S Offer Of Client Consultancy In Connection With The Establishment Of A New Engine-Based Plant For Reserve Supply Of At Least 45 Mwe. Bornholms El-Produktion A/S (Hereafter The Principal) Offers A Framework Agreement For The Provision Of Client Advice To The Principal In Connection With The Establishment Of A New Engine-Based Plant Of At Least 45 Mwe To Replace An Aging Existing Diesel Generator Plant (20 Mwe) And A Thermal Block Plant (25 Mwe) With A View To The Production Of Reserve Supply Of Electricity And Other Services For The Electricity Market. The Project Thus Concerns The Establishment Of A Complete New Power Plant Block Incl. Generator Set And All Necessary Auxiliary Systems As Well As Full Integration Of The Same Into Existing Technical Infrastructure And Grid Connection, Using Existing Rights. It Is This Project That The Client Consultancy Service In This Tender Concerns. The Plants Core Delivery Is To Be Able To Energize And Re-Establish The Bornholm Electricity Grid From A Dead Grid (Black-Start), Including First Being Able To Establish Self-Supply To The Plant And Supply The Plants Local Grid, As Well As Provide Stable And Robust Backup Supply In The Event Of Planned Or Unplanned Outages Of The Connection To The Overhead Transmission Network. The Facility Must Also Be Able To Be Used Commercially For The Delivery Of System Services And Other Relevant Services To The Electricity Market. During The Preparation Of The Tender, It Has Been Assessed That The Purchase Of Several Large, Slow-Running Dual-Fuel Engines Meets The Customers Needs In The Best Possible Way. It Is Therefore Expected That The Facility Will Be Established With Large, Slow-Moving Dual-Fuel Engines, But As Part Of The Clients Consultation, This Expectation Must Be Qualified. The Project Is Expected To Be Completed As A Turnkey Contract With An Expected Commissioning Of 1 January 2030. The Tender Is Being Carried Out On Behalf Of All Current And Future Units In The Bornholms Energi Og Forsyning Holding A/S Group, Including All Subsidiaries And Project-Specific Companies (Spvs). In That Context, The Ordering Party Reserves The Right To Transfer The Contract To Any Other Unit (Existing Unit Or Spv) In The Bornholms Energi Og Forsyning Holding A/S Group At Any Given Time (Before Or After The Contract Is Signed). The Tender Is Not Divided Into Sub-Agreements, As It Is Crucial For The Project That The Ordering Party Has One Comprehensive Client Advisor Who, During The Project Period, Gains In-Depth Knowledge Of The Project.
