Arrow River Crossing Pipe Condition Inspection . 1. Invitation The Arrow Utilities (Formerly The Alberta Capital Region Wastewater Commission) Invites Qualified And Experienced Consulting Firms To Submit Proposals For The Provision Of Professional Engineering Services For The Planning, Technology Review, Design If Needed, Procurement, And Inspection Management Of Sewer Pipeline Condition Inspections On Three Siphons Of River Crossing And Adjacent Surcharged Pipes (The “Project”). 2. Background Information Arrow Utilities Owns And Operates Three (3) River-Crossing Sanitary Sewer Pipelines That Are Critical Components Of The Wastewater Collection And Conveyance System. These River Crossing Syphons Have Been In Service For More Than Forty (40) Years. Due To Their Age, Material Type, And Operating Conditions, The Current Structural And Operational Condition Of The Pipelines Is A Concern And Is Considered A Significant Asset Risk. The Location Of The Three River Crossings Is Shown In Attachment I. The As-Built Drawings Of The Three River Crossings Are Included In Attachment Ii. 2.1 Start Sewer River Crossing This River Crossing Consists Of Two (2) Parallel Steel Pipelines With Nominal Diameters Of 900 Mm And 600 Mm. On Both Upstream And Downstream Sides Of The River Crossing, A Single Sewer Pipe Connects To The Two Crossing Pipelines Through A Y-Shaped Splitter Configuration. Each River-Crossing Pipeline Is Equipped With Isolation Valves And Air Release Valves. The River Crossing Upstream Pipe Is 1200Mm Pvc Pipe. Access To The Upstream Side Of The Crossing Is Constrained By A Steep Riverbank, Which Presents Access, Safety, And Logistical Challenges. From An Operational Standpoint, The 900 Mm Pipeline Alone Has Sufficient Capacity To Convey Wastewater During Inspection Activities Without Rainfalls; However, Operation Of The 600 Mm Pipeline Independently May Be Capacity Constrained. The Downstream Is A 1050Mm Pccp Pipe That Connects To The Plant Influent Chamber Via A 17-Meter Long, 1050Mm Diameter Steel Pipe Segment. The Downstream Pipe Is Surcharged Until It Reaches The Influent Chamber. The Total Length From The River Crossing Inlet To The Plant Influent Chamber Is About 1.3 Kms. The Actual Water Level At The Crossing Inlet Is Unknown, So The True Pressure Difference Between The Crossing Upstream And Downstream Is Uncertain. Proponents Need To Estimate The Pressure Difference And Determine If Proposed Technologies Are Suitable For The Inspection. 2.2 Edmonton Gravity Trunk River Crossing This River Crossing Consists Of Two (2) Parallel Steel Sewer Pipelines, Each With A Nominal Diameter Of 600 Mm. The Upstream And Downstream Configurations Are Similar To Start River Crossing And Include Y-Shaped Splitter Connections, As Well As Isolation Valves And Air Release Valves On Each River-Crossing Pipeline. Both Upstream And Downstream Pipes Are 900Mm Pccp Pipe. Access Conditions Are Less Restrictive Than Those At Start River Crossing, As There Is No Steep Riverbank On The Inlet Side. However, Same As The Start River Crossing, The Downstream Sewer Is Surcharged Under Normal Operating Conditions Until It Reaches The Wastewater Treatment Plant Influent Chamber. There Is A Valve Chamber At The End Of The Surcharged 900Mm Downstream Pipe. After The Chamber Is A 1500Mm Pccp Until The Plant Influent Chamber. The Length Of The Pipe From The River Inlet Chamber To The Valve Chamber Is About 2.55Km. The Length Of The Pipe From The Valve Chamber To The Plant Influent Chamber Is About 1Km. The Actual Water Level At The Crossing Inlet Is Unknown, So The True Pressure Difference Between The Crossing Upstream And Downstream Is Uncertain. Proponents Need To Estimate The Pressure Difference And Determine The Suitable Technologies For The Inspection. 2.3 Fort Saskatchewan River Crossing This River Crossing Consists Of Two (2) Parallel Steel Sewer Pipelines With Nominal Diameters Of 550 Mm. Accessible Chambers Are Located At Both The Upstream And Downstream Ends Of The River Crossing. Isolation Valves Are Installed In Both Upstream Inlet Chambers, Allowing The Two Pipelines To Be Operated Independently. Air Release Valves Are Installed In The Outlet Chamber, Located Within The Fort Saskatchewan Pump Station Yard. Compared To The Other Two River Crossings, This Crossing Provides Improved Access And Greater Operational Flexibility For Inspection Activities. However, The Inlet Chamber Is At The Edge Of A Trailer Park. Public Impact Might Be A Concern. The Length Of This River Crossing Is About 330M. This River Crossing Was Inspected In 2013 Using Pipediver Enhanced Electromagnetic Inspection Technology. One Electromagnetic Anomaly Was Identified In The North Syphon, But The Condition Is Not Quite Conclusive, Due To The Result Resolution (One Anomaly Was Spotted With The Size Of 25Cm X 25Cm). 3. Project Objective The Purpose Of This Rfp Is To Obtain Professional Consulting Services To Review, Recommend, Procurement, And Manage A Inspection Contractor To Carry Out A Non-Damage Condition Inspection Of The Three River-Crossing Sewer Pipelines While Maintaining System Reliability And Minimizing Service Disruptions. The Proponent Shall Consider Operational Constraints, Access Limitations, Surcharged Conditions, Health And Safety Requirements In The Proposed Inspection Approach, And Communications With Landowners And Publics When Needed. The Objective Of This Project Is To Assess The Structural And Operational Condition Of The Existing River-Crossing Syphon Pipeline(S) To Support Asset Management, Risk Mitigation, And Future Rehabilitation Or Upgrade Projects. The Inspection Shall: • Determine The Current Physical Condition, Integrity, And Performance Of The Syphon Pipeline(S) With Condition Rating System. • Identify Defects, Deterioration, Or Areas Of Concern That May Impact Structural Integrity, Hydraulic Capacity, Or Reliability • Evaluate Risks To System Performance And Environmental Protection To The River With Continued Operation Under Existing Conditions • Be Completed While The Syphon(S) Remain In Service, Unless The Proponent Demonstrates That Temporary Offline Conditions Are Required And Provides Appropriate Mitigation Measures To Maintain System Reliability And Regulatory Compliance.
