In 2002, the Government of Afghanistan started National Rural Access Programme (NRAP) to promote equitable economic growth by providing year-round access to basic services and facilities in rural Afghanistan. To supplement the programme, Swedish International Development Cooperation Agency (Sida) started financing the Rural Access Improvement Project in the four northern provinces of Sari Pul, Samangan, Balkh, and Jawzjan with the objective to contribute to poverty reduction in rural areas, bridge regional disparities, and support equitable growth. The project has been implemented by UNOPS in close association with the four provincial authorities. Upon successful completion of the first and second phases of the project, a third phase is proposed with emphasis on road network maintenance and capacity building. RAIP III intends to contribute significantly to solving the following problems a) Lack of year-round accessibility for four northern provinces of Afghanistan. b) Lack of road maintenance management system. c) Lack of local capacity to achieve the above two objectives. UNOPS will work with four provincial authorities where provincial departments of Public Works and Rural Rehabilitation and Development will be the key counterparts. The project will be implemented from March 2013 to 31 December 2015.
