The Government of El Salvador has developed the so-called “Rural Awakening” Programme. The overall objective of the programme is to contribute to a “significant and verifiable reduction of poverty, economic inequality and gender and social exclusion” in the country. This is done through an improvement of opportunities for income and employment generation by increasing and diversifying rural production and access to competitive markets. The Government of El Salvador has obtained loans from the International Fund for Agricultural Development (IFAD) and the OPEC Fund for International Development (OFID) for the implementation of the programme. The Ministry of Agriculture and Livestock is responsible for the implementation of the programme, through its Programme Management Unit (UGP). The UGP is responsible for all substantial and technical elements related to the programme implementation, including the oversight of other implementing entities to be contracted, and is accountable vis-à-vis IFAD and OFID. This programme foresees the use of a credible and efficient international organization for the administration of the financial resources of the programme. In light of its previous experience, the Government of El Salvador has now requested the support of UNOPS for these services. The purpose of UNOPS role is to provide efficient administrative support services (fund management, HR and procurement services) to the Ministry of Agriculture and Livestock in order to allow the UGP to focus on the overall implementation of the programme and its core substantive areas of expertise. |
