The development objective of the Pacific Aviation Safety Office Reform Project for Pacific Islands is to ensure effective regional delivery of aviation safety and security oversight in Pacific Island Countries by strengthening the Pacific Aviation Safety Office’s technical and coordination capacity. The project comprises four components. (i) transitional management and support is to assist PASO’s restructuring process; (ii) establishment of a pool of regional aviation inspectors is to supports the establishment and up-skilling (as necessary) of a pool of inspectors to be used by PASO to oversee aviation safety and security; (iii) quality management are activities to strengthen overall quality assurance systems; (iv) supporting regional aviation infrastructure for expanding regional aeronautical data and communication network through the acquisition and installation of very small aperture terminal equipment for the Cook Islands and Niue. The first level restructuring will revise the PDO to better reflect the Recipient’s role in providing the regulatory and advisory services as a regional entity. The revision to the PDO recognizes PASO as the primary beneficiary and that the Pacific Island Countries in its membership will derive benefit from the anticipated improvements to the organization’s technical and financial viability. In addition, the restructuring to the project includes an update to the Results Framework and the addition of a new Component (Component D) to the project. The newly proposed Component D will be financed through an additional financing in the form of a grant in the amount of USD 950,000 from the Pacific Region Infrastructure Facility (PRIF) Multi-Donor Trust Fund (MDTF) administered by the World Bank. Such additional financing does not require Board approval. The addition of Component D to the Project will benefit and be implemented in Cook Island |
