Project Name | Cooperative vocational training in the mineral resource sector |
Project Detail | According to information supplied by the Mongolian Government, in the coming five years at least 40,000 additional specialist staff will be required in the country’s mineral resource sector and in the upstream and downstream industries, above all qualified mechanics, electricians, construction workers, welders and vehicle operators. The training market is unable to satisfy this need in terms of either quality or quantity. Young people who have completed their education at state and private vocational schools are frequently unable to find work in the formal sector due to inadequate qualifications. There is no regular exchange between vocational schools and the private sector. Work experience placements in companies are not coordinated with the curricula of the vocational schools. Many young people therefore decide to go on to university rather than take up technical vocational training. At present about 55% of 20 to 24-year-olds are enrolled at a university. There are only about 45,000 vocational school students compared with some 170,000 university students. The Mongolian Government has adopted a new vocational training law that provides for greater participation of the private sector in vocational training. The responsibility for vocational training, including formal and non-formal training, has been transferred to the Ministry of Labor. Objective The content-specific, human resource and organisational prerequisites for demand-driven training for the mineral resource sector and its upstream and downstream industries are created in selected vocational training facilities. Approach Since March 2013 the project has been supporting selected vocational training facilities in Mongolia to strengthen cooperation between the state, civil society and the private sector with the aim of improving the quality of technical vocational training. To achieve this, the project is implementing a number of demand-driven advisory and training measures for actors at various levels: Development workers are supporting vocational schools in (further) developing training courses for electricians, mechanics and construction workers in cooperation with the private sector. The pilot institutions include the Center of Mining Excellence in Choir (industrial mechanics), the Polytechnic College in Darkhan (electrotechnology) and the Ulaanbaatar District Polytechnic (concrete construction and heating, ventilation and plumbing. Cooperation arrangements also exist with other vocational training facilities flanking the project. Provision of supplementary equipment at the pilot facilities Training measures for personal development for specialist and management staff: international leadership training, multiplier training, training of teaching and management personnel and of in-plant trainers Organisation of specialist study trips Competency Based Training (CBT) in curricula and the development of teaching materials Establishment of advisory and coordination committees Support in implementing image campaigns and PR work for selected training courses in order to generally improve the image of vocational training Support for Mongolia’s future membership in the WorldSkills association Support for the Ministry of Labour in developing and implementing organisational and statutory frameworks with the aim of introducing and disseminating cooperative vocational training tested on a pilot basis As the majority of students in technical vocational training and education programmes at the vocational schools are currently male, special priority is accorded to integrating girls and women. Results achieved so far In 2013 the main objective of the measures was to develop new CBT curricula for initial vocational training of young Mongolians in technical occupations. Together with representatives of companies, private-sector institutions and vocational schools, a total of three CBT curricula for electrotechnology, industrial mechanics and concrete and masonry construction were developed and approved by the Ministry of Labor. In preparation for introducing the new pilot training courses at the partner vocational schools, the necessary supplementary equipment was acquired and teaching staff provided with further training. In addition, preparations were made to set up an advisory council at the vocational schools with representatives of the vocational school and the private sector. Teaching on the pilot training courses can begin in early 2014. Support in the holding of skills competitions made it possible to achieve initial high profile effects that have strengthened the image of vocational training in Mongolia. In addition, cooperation arrangements entered into with the Swiss Agency for Development and Cooperation (SDC) have expanded the scope of the project to include promoting careers advice and holding short-term training measures. It was agreed with the Korean Development Agency KOICA that in future joint support would be provided to Mongolia to assist the country with its participation in the WorldSkills competition. |
