Pact for Skills: Support to the Transformation of the TVET System in Ghana In 2021, around eleven per cent of Ghana’s population was living on less than 1.90 US dollars per day. Over 90 per cent of people in employment work in the informal sector. There is also a shortage of qualified skilled workers, who are urgently needed to secure companies’ competitiveness and future viability. Yet few middle school graduates in Ghana go on to enrol in formal technical and vocational education and training (TVET) programmes. The Ghana Skills Development Initiative, which came to a close at the end of 2022, supported TVET in Ghana. Nonetheless, the effectiveness of Ghana’s TVET system is limited in terms of its management, teaching staff, and alignment with labour-market needs. Objective Support is provided for a TVET system in Ghana which is aligned with labour-market needs. Green and digital issues play a key role, together with the involvement of the private sector. |
