Project Name Pará Sanitation Development Project
Project Detail Belém Metropolitan Region (BMR) comprises the state capital of Belém and seven adjacent municipalities of Pará, contributing to 20% of state GDP and 29% of state population despite occupying only 0.4% of state area. Most sewage in BMR is collected in septic tanks which puts groundwater sources at risk of contamination. Open sewage streams discharge in water bodies contaminating them and leading to increased cost and reduced efficiency of water treatment. The two largest municipalities of BMR – Belém and Ananindeua – have low sewerage coverage ratio and percentage of total sewage treated in relation to water consumed. To address this issue, the state of Pará is implementing sewage collection and treatment network in neighbourhoods surrounding the two water bodies – Água Preta and Bolonha Lakes, which supply about 70% of treated water in BMR in two phases: (i) Phase I financed by IDB (under implementation); and (ii) Phase II co-financed by NDB and FONPLATA Development Bank that represents the Project. The Project also includes preventive and corrective environmental control actions to restore the water bodies and an institutional strengthening and innovation component to enhance institutional capacity and design technological solutions to resolve strategic issues facing the water and sanitation sector in BMR. The Project consists of the following: Component I: Sanitation Infrastructure. This comprises construction of sewage collection network, trunk collector, pumping stations, pressure lines, sewage treatment modules and household sewage connections. Component II: Environmental Rehabilitation. This comprises removal of sediments and surface vegetation from the two lakes, preparation of environmental studies and plans, monitoring of raw water and treated water and conducting environmental education workshops. Component III: Institutional Strengthening and Innovation. This comprises upgrade of water analysis laboratory, preparation of design and modelling studies for biogas plant for sludge reuse and water loss control program in central Belém and conducting community workshops on gender and diversity. Component IV: Project Administration, Audit and Evaluation. This comprises consultancy services for project management, construction supervision, external audit and evaluation for the Project.The Project’s outputs to be achieved by year 5 from loan signing date are: Construction of 120 km sewage collection network, 4.5 km trunk collector, 14 pumping stations, 2.5 km pressure lines, 2 sewage treatment modules and 31,500 household sewage connections. Removal of about 0.35 million cubic meters of sediments from Água Preta Lake, removal of surface vegetation across about 0.58 million square meters from Bolonha Lake, preparation of environmental studies and plans for the Project, define 29 raw water monitoring points at the two lakes and 50 supplied water monitoring points in the Central Zone distribution network of Belém and conducting workshops under the environmental education program. Upgrade of the water analysis laboratory, preparation of design and modelling studies for implementing a biogas plant and a water loss control program in central Belém and conducting community workshops on gender and diversity. These outputs are expected to translate into the following Project outcomes that are to be realized starting from year 6 from loan signing: Improvement in water quality index of Água Preta and Bolonha lakes. Increase in percentage of population connected to the sewage network of Belém and Ananindeua. Reduction in monthly lake cleaning operating cost. The Project will contribute towards achieving universalization of sanitation services and revitalizing water bodies serving as the main water source in BMR as envisaged in the Basic Sanitation Policy and Multi-Year Plan 2024-2027 of Pará.
