Lebanon is experiencing its most severe conflict escalation since the 2006 war, with a death toll exceeding 3,002, over 13,490 wounded, and more than 1.2 million people displaced, including over 191,800 being hosted in more that 1,135 collective shelters (4 November 2024). The latest wave of violence has profoundly affected the people of Lebanon, deepening the cycle of instability and conflict while severely impacting the country’s institutional and economic stability, with long-term consequences, especially as Lebanon is already weakened by years of crises. This violence has further compromised institutional capacities at all levels, with many institutions at national and sub-national level unable or seriously hampered in delivering essential services and managing the mass displacement. The conflict escalation has also exacerbated an already severe socio-economic crisis, leading to hyperinflation, rising poverty, and significant business closures, particularly among micro, small, and medium-sized enterprises. In conflict-impacted areas, the presence of explosive ordnance contamination seriously threatens civilian safety and may delay humanitarian assistance, safe returns and recovery efforts. Compounding the situation are the exceptional challenges faced by security institutions. Despite noticeable sentiments of solidarity and hospitality in the host areas, the wide-spread damage and resulting displacements are posing an additional threat to Lebanon’s stability, resulting in a series of challenges that disproportionately impact the most vulnerable: Several incidents of inter-communal and inter-sectarian tensions have been reported, along with increased risks of further escalation.
