Project Name Sergipe Efficient Digital Acceleration project
Project Detail The project includes four components which collectively aim to modernize the State of Sergipe’s digital infrastructure, expand access to broadband connectivity, improve digital services, prepare citizens for the digital transformation, and promote EE and distributed generation in public buildings. Component 1: This component aims to provide catalytic public funding for the rollout of high-capacity, climate-resilient and low carbon digital infrastructure in unserved and underserved areas of Sergipe to connect public buildings, including hospitals, schools and public security stations. This will be implemented in partnerships with the private sector in the ownership or management of the connectivity infrastructure and through an open access model, fostering competitive access to the infrastructure. It also seeks to build a modern data center that enables Sergipe to handle current and future data needs and meet higher standards for environment, resilience, cybersecurity, and data protection. Additionally, this component will conduct site-specific climate risk assessments to inform decision-making during the design of the network and data center, integrating adaptation measures such as water-resistant materials and reinforced fiber optic cables to protect core networks and data infrastructure from climate-related events such as floods and intense rainfall. Component 2. Digital Transformation. This component aims to enable and support the use of digital services and enhance data capabilities and digital skills across different segments of the population, effectively shaping Sergipe’s inclusive, trustworthy and sustainable digital future. It will expand the availability and use of digital public services by financing and establishing a state government portal, providing a single window for citizens, businesses, and government agencies to access to public information, transactions, and interactions. Additionally, the component involves reviewing and strengthening the Governments Data Observatory through the integration of public and private sector data systems, the establishment of a data governance framework, and the improvement of service efficiency. Lastly, the component will promote digital skills to prepare public officials and individuals for the digital economy and online interactions. This includes targeted efforts to bridge the digital gender gap by offering specific training for women, as well as for youth, Persons with Disabilities (PWDs), and traditional communities (including Indigenous Peoples and quilombolas). Component 3: Efficient and Distributed Power Systems for sustainable digital infrastructure and services. This component aims to provide a cost-effective solution for the current and future energy demands of the public sector which are anticipated to increase, including as the State seeks to embrace greater digitalization of services to promote social and economic development. Component 3 is focused on increasing energy efficiency and solar distributed generation to reduce cost, energy consumption, and C02 emissions in public buildings against a business-as-usual scenario. To support the long-term sustainability of these investments, the component contains a technical assistance sub-component which will strengthen capacity in Government and support implementation. Component 4. Project Management. This component will provide support for the management and implementation of the project, including: (i) project coordination; (ii) procurement management; (iii) financial management (FM); (iv) implementation of environmental and social risk management measures; (v) monitoring and evaluation (M&E); (vi) support for training, advisory, and audit services as needed; and (vii) public information, communication, and citizen engagement (CE). Special attention will be devoted to promoting the equal participation of women in all decision-making bodies associated with the project and to addressing barriers to recruitment, retention, and promotion.
