The development of a new e-procurement system is expected to enhance transparency in the public procurement process. It aims to streamline its use by procuring entities and improve the private sectors access to the public procurement market, thereby promoting competition and increasing trust in public procurement. This should contribute to reducing transaction costs for all stakeholders and achieving value for money. Through demand aggregation and the development of centralized procurement practices, the project is anticipated to enhance the economic and social efficiency of the public procurement system. This ensures a balance between minimizing costs and maximizing benefits, as well as societal impacts. The project will include the following components: Component 1 - Redevelopment of the e-procurement system This component will cover the following activities: (i) mapping and re-engineering of the business processes; (ii) development of the technical specifications of the future system; (iii) preparation of the bidding documents; (iv) development of the e-procurement system; and (v) communication and training activities. Component 2 - Promoting a unitary policy and conducting procurement in conditions that prioritize economic and social efficiency and promoting environmental efficiency This component will cover the following activities: (i) selection of the model for centralization at central and local levels; (ii) promotion and dissemination activities related to the proposed centralization models; and (iii) implementation of the selected centralization model. Implementation of the selected centralization model will imply the establishment and operationalization of procurement units (staffing, equipping, renovation of offices - types of works which are generally intended to improve the functionality, aesthetics, or comfort of office spaces without disruption to the buildings structure or use). The selected offices to implement the centralization model will be offices in existing buildings. Component 3 - Project Management This component will finance costs related to project implementation, training, project audit. To support the Governments efforts to enhance competition, transparency, efficiency, and value for money, including sustainable procurement, in the public procurement system. |
