Project Name The Project for Implementation of Scheduled E-waste Management System in Malaysia
Project Detail In Malaysia, the collection and recycling system for E-waste from ordinary households (hereinafter referred to as household E-waste) is not yet established. In response to the request of the Malaysian government, Japan implemented a technical cooperation project and follow-up cooperation for the Department of Environment, Ministry of Natural Resources and Environment, to fully consider household E-waste regulations, in order to establish the necessary institutional framework, appropriate recycling fee setting, and the operation and management mechanism of the recycling fund. As a result, five guidelines (collection, recycling, recycling fee, reporting, establishment and operation of the recycling fund) for six household E-waste items (televisions, refrigerators, washing machines, air conditioners, PCs and mobile phones) designated as targets of the project were formulated, and an action roadmap for the implementation of the Household E-waste Management Regulation Bill was prepared. In addition, a draft policy paper to be submitted to the Cabinet Office Legislative Bureau and a concrete action roadmap for the establishment of a household E-waste management system were also prepared. However, as this is the countrys first attempt at managing household E-waste, they need knowledge and experience in preparing for the full implementation of the law and system, and in implementing household E-waste management after it is implemented. This cooperation will provide technical assistance to strengthen the household E-waste management system, and will aim to operate an environmentally friendly and sustainable management system for the six designated household E-waste items under a financial mechanism that ensures fairness and transparency, thereby contributing to the expansion and strengthening of a sustainable household E-waste management system in the country.
