Laos is rich in hydropower resources, and hydropower development is positioned as a major pillar for obtaining foreign currency. Export of electricity to neighboring countries is carried out via export-only power lines that are independent from the domestic grid, and the problem is that surplus power cannot be flexibly and optimally transferred between the domestic and neighboring countries. Japan has implemented the Technical Cooperation Electric Power System Master Plan Development Project and compiled a roadmap for the realization of wide-area interconnection to interconnect domestic power grids with those of neighboring countries. The roadmap identified the development of a grid code (see note) and the gradual improvement of the operational capacity of the Lao PDR Electricity Corporation as the top priorities in order to enable the relevant institutions in Laos to properly plan and operate the domestic grid, which is currently significantly unstable compared to that of neighboring countries. This cooperation will contribute to the realization of an autonomous wide-area interconnection system by strengthening the grid planning and operation capabilities of the Ministry of Energy and Mines and the Lao PDR Electricity Public Corporation through the development of grid codes, appropriate planning and operation of interconnection systems, and enhancement of operational systems.
