The development objective of Strengthening Public Financial Management Project for Haiti is to strengthen government capacity and transparency in public revenue mobilization and financial management. This project has five components. 1) The first component, Improving Domestic Revenue Mobilization, has the following sub-components: (i) Strengthening Customs presence and control; and (ii) Improving the efficiency of Customs Administration. 2) The second component, Consolidating PFM reforms, has the following sub-components: (i) Operationalizing the budget reform; and (ii) Consolidating the IFMIS and strengthening its use for improved accrual-based financial reporting. 3) The third component, Improving implementation capacity, strengthening evidence-based policy making and citizen engagement, has the following components: (i) Leadership and change management for results; and (ii) Platforms and mechanisms for coalition building, citizen engagement and external communications; and (iii) Promoting evidence-based policy making. 4) The fourth component, Contingent Emergency Response Component (CERC), aims to provide for an immediate response to eligible emergencies at the government’s request.5) Project coordination, aims to strengthen the GoH’s capacity for coordination and management of the project.
