The project will have the following outcome: access, resilience, inclusion, and sustainability of urban services improved. Output 1: Climate- and disaster-resilient urban services and systems developed. The project will support the development of climate- and disaster-resilient sewerage and drainage infrastructures and systems, which will cover unserved areas of the KMC with due consideration of future increases in rainfall intensity. It includes the construction of 84 kilometers (km) of trunk and secondary sewerage and drainage pipelines, 176 km of lateral pipelines up to customer connections, 50,000 household sewer connections, one sewage treatment plant (STP) with a capacity of 41 million liters per day, and five pumping stations. The project is complementary to KEIIP and state-funded projects, as sewer from some project sub-catchments will be treated by the STPs being constructed under those projects. Strengthened urban services and systems will provide better services to all including the disadvantaged groups who will be prioritized to ensure they benefit from improved urban sanitation, health, and hygiene. Output 2: Enabling environment for sustainable, inclusive, and resilient urban services improved. This output will build upon the results delivered under KEIIP to enhance the KMCs operational capacity and resilience to climate change, disasters, and other shocks and stresses. Specific initiatives include support in developing and institutionalizing a comprehensive asset management system in the KMC to improve transparency and creditworthiness with the following activities: (i) formulation of an asset management policy; (ii) development of an IT-based asset management system; and (iii) establishment of an inventory of all classes of the KMCs assets, following physical survey, verification, and valuation. Additionally, capacity-building support and training will be provided to establish processes, practices, and clear accountabilities for institutionalizing the asset management system in the KMC. Output 2 also includes (i) an assessment of the current property tax collection performance, preparation of property tax enhancement plan, and increasing overall revenues from property tax in the KMC; (ii) expansion of the flood forecasting and early warning system established under KEIIP to areas supported by the project to supplement infrastructures to be developed under output 1; and (iii) updating of comprehensive web-enabled GIS for infrastructure information in the KMC. Such updated GIS will expand its data coverage to utility networks proposed under KSHARP in addition to those developed under KEIIP and will complement the proposed asset management system. Additionally, the project will also focus on institutionalizing gender mainstreaming in the KMC by (i) the establishment of a gender equality cell and development of a five-year action plan; (ii) an internship program for women to gain professional experience under the project; (iii) supporting womens employment through certified skills training including e-tendering and project management for potential KMC contracts; and (iv) promoting social leadership development among women for raising community awareness on issues related to WASH and emergency response in project areas including benefit of household sewerage connection. The project is estimated to cost $285.0 million. |
