The development objective of Second Resilience and Green Development Project for Ecuador is to: (i) strengthen resilience of the government sector and households; (ii) strengthen the energy market framework and scale up renewable energy and energy efficiency; and (iii) protect the environment and reduce the countrys carbon footprint. The reform program aligns with Albanias national development strategy and its economic policy dialogue with the EU, aiming for strong, sustained, and environmentally friendly growth in preparation for EU accession. The reform program is consistent with the Country Partnership Framework (CPF) for FY2023–2027 and is well aligned with the WBG mission of ending extreme poverty and boosting shared prosperity on a livable planet. This operation aligns with the goals of the Paris Agreement. It is consistent with Albania’s updated NDC, NAP, green energy reforms within the EU Growth plan, and the Western Balkans Country Climate Development Report. The operation contributes to Albania’s NDC target to reduce GHG emissions by 20.9 percent by 2030 through the promotion of renewable energy and energy efficiency (Pillar 2) and through circular economy, carbon pricing, and implementation of the 2023 Law on Fluorinated Gases (F-gases) in alignment with the EU acquis (Pillar 3).
