Project Name Mobilizing mining revenues for sustainable development and combating poverty (single phase)
Project Detail Poverty reduction and the achievement of the 2030 Agenda require an unprecedented mobilization of private funds. For mineral-rich developing countries, this requires a fair and equitable sharing of revenues from the extraction, processing and trade of their mineral resources. This intervention contributes to strengthening the involvement of mineral-rich developing countries in multilateral forums through analyses and proposals for solutions. The prevalence of raw materials in the economic dependencies of poor countries presents a double challenge, at the heart of which lies the question of the tax base and mining revenues. On the one hand, minerals and metals policies have long been negotiated in a context of economic, technological and jurisdictional dominance that has resulted in eroding and, in part, capturing the tax base of resource-rich but capital- and know-how-poor countries, at the expense of their populations. On the other hand, the explosion in demand in the context of the energy transition offers new opportunities for these countries to renegotiate the terms of trade, in order to mobilize the potential, additional revenues resulting from the explosion in demand for critical minerals, and thus accelerate the financing of development. Due to the geopolitics of raw materials, fragmentation and the limitations of international dialogue, the voice of developing countries is struggling to be heard. This proposal is a unique phase that focuses on the new opportunities offered in international discussions and is part of the SDCs portfolio of actions on policy coherence for sustainable development. Objectives Facilitate a fair and equitable sharing of revenues from the extraction, processing and trade of mineral resources in order to combat poverty and accelerate sustainable development.
