In the Metro Manila area, several urban railroads are being developed with the support of Japan as a response to traffic congestion and air pollution caused by rapid population growth and overcrowding. The Philippine government is promoting the improvement of the urban environment through public transportation oriented development (TOD) to stimulate the use of railroads and improve the convenience of station areas, but guidelines and concept plans have not yet been developed to serve as a standard. Another issue is the lack of clarity on the division of roles and coordination of interests among related organizations required to promote TOD. This project will develop a model case for TOD and TOD guidelines to promote the development of land owned by the Base Conversion Development Authority of the Philippines (BCDA) along the subway line in Metro Manila. This will improve the capacity of BCDA and related agencies to plan and implement TOD, thereby promoting urban development and regional hub development centered on public transportation. |
