In Bangladesh, the population growth rate in urban areas is high, and population growth is expected to continue in the future. In addition, the population of the central areas of local cities is also increasing significantly, causing traffic congestion and environmental deterioration, and delays in responding to urbanization have become an issue. Regarding the problem of urbanization, each local government needs to take necessary measures according to the actual situation, but it cannot be said that reviews of the performance and budget of administrative activities and ensuring transparency are sufficient, and the administrative functions of each local government are Strengthening this is a major challenge. In order to strengthen the capacity of local governments in Bangladesh, the Japanese government has been providing cooperation to local governments at all levels through ODA Loans and Technical Cooperation projects. We have supported capacity building and infrastructure development. However, the implementation and operation system for Governance improvement strategies for the General Bureau of Local Government and core cities, which are the ministries in charge of local autonomy, and the systemization of training and human resource development for local government employees have not yet been established, and the track record of administrative activities has not yet been established. In order to sustainably improve the organizational infrastructure such as budget review and ensuring transparency, it is necessary to continue to strengthen the capacity of the local administrative directorate and core cities through the steady implementation of Governance improvement strategies. This cooperation aims to develop the infrastructure for strengthening the administrative capacity of core cities by developing an implementation system for Governance improvement strategies and establishing a human resources development system in the General Administration of Local Government and core cities, and providing administrative services in core cities. We will contribute to the improvement of public health and citizen satisfaction. |
