Project Name The Extension Service Improvement Project through the SHEP Approach (Tajik-SHEP)
Project Detail Agriculture is an important industrial sector in Tajikistan. While the state policy has broadened farmers options by organizing large monolithic farms into small, commodity-diversified operations, it is not easy for farmers to select appropriate crop items, planting seasons, etc., based on their limited knowledge and experience. In addition, the existing extension system of the Ministry of Agriculture is not able to meet the needs of farmers in terms of the quality of extension services due to the lack of agricultural extension staff and extension budget. This project will propose the Tajik SHEP approach to the government and non-governmental organizations by building the capacity of relevant stakeholders to implement SHEP activities, developing a structure and guidelines for implementation. The project aims to improve the livelihood of the target farmers by improving agricultural extension services. The SHEP approach is an approach to support small-scale horticultural farmers that aims to improve farmers horticultural income by changing their mindset from "make and sell" to "make to sell" and improving their farming and cultivation skills. [Overall Goal] Extension services based on the Tajik SHEP approach will be provided by government and non-government organizations (including other projects) to small farmers in the target areas. [Project Purpose] The Tajik SHEP approach for the promotion of market-oriented agriculture will be proposed to the government and non-governmental organizations (including other projects). Outcome. Output 1 Project implementation framework is established. Output 2 (Based on the results of (1) a preliminary study of the extension system, value chains, smallholder farmers, and gender issues in Tajikistan and (2) experience from the SHEP pilot activities, a Phase II implementation plan will be developed. Output 3 The capacity of extension actors to implement SHEP activities will be enhanced. Output 4 SHEP activities will be implemented targeting small farmers. Output 5 Tajik SHEP implementation guidelines for government and non-governmental organizations (including other projects) will be developed and recommendations will be made on government implementation arrangements.
