As the leading country in promoting disaster medical care policies within the ASEAN region, the Thai government aims to strengthen the disaster medical system within Thailand, as well as strengthen ASEAN cooperation and strengthen disaster response capabilities within the region. However, there are large disparities in the understanding, implementation capacity, and aid/support systems of disaster medical care among the ASEAN member countries, and it is necessary to promote the creation of cooperative systems and mechanisms at the regional level. Under these circumstances, based on a request from the Thai government, the Japanese government has begun cooperation to strengthen disaster medical cooperation in the ASEAN region through the ``ASEAN Disaster Medical Collaboration Strengthening Project (ARCH). The ``ASEAN Leaders Declaration on Disaster Medicine (ALD) adopted at the 31st ASEAN Summit in 2017 includes ARCHs efforts for regional collaboration on disaster medical care, and ARCH has developed an action plan to realize ALD. We supported the formulation of the (POA) proposal. ARCH has developed regional cooperation and cooperation mechanisms, but in order for these to function reliably and effectively in the event of an actual disaster, it is necessary to establish the activities started at ARCH, improve regional cooperation tools, and create new common rules. There was a need to develop and train disaster medical personnel in each country. This cooperation will help Thailand, which is a leader in the ASEAN region and the disaster medical field in the region, to smoothly implement the Plan of Action (POA) for the implementation of the ASEAN Leaders Declaration on Disaster Health Management (ALD). By providing support, we aim to strengthen the capacity for disaster Health management in the ASEAN region and contribute to the establishment of a disaster-resilient Health system in ASEAN. |
