Agriculture is an important industrial sector in Tajikistan. National policy has expanded farmers options by organizing monolithic large-scale farms into small-scale management entities with diversified products, but it is not easy for farmers to select appropriate crops and cultivation times with limited knowledge and experience. In addition, the existing extension system of the Ministry of Agriculture does not meet the needs of farmers in terms of both quality and quantity of extension services due to a lack of agricultural extension workers and extension budgets.
This project aims to propose the Tajik SHEP approach to government and non-governmental organizations by improving the capacity of stakeholders for SHEP activities, establishing a system and creating implementation guidelines. By improving agricultural extension services, we aim to improve the livelihoods of target farmers.
*SHEP approach is an approach to support small-scale horticultural farmers, which aims to change farmers mindset from "make and sell" to "make to sell" and increase horticultural income by improving farming and cultivation skills.

Extension services based on the Tajik SHEP approach will be provided to small-scale farmers in the target areas by government and non-governmental organizations (including other projects).

The Tajik SHEP approach for promoting market-oriented agriculture is proposed to government and non-governmental organizations (including other projects).
[Outputs]
Output 1 :
The project implementation structure is established.
Output 2
: Based on (1) the results of the preliminary study on Tajikistans extension system, value chain, smallholder farmers, and gender issues and (2) the experience of the SHEP pilot activities, the second phase implementation plan is formulated.
Output 3:
The capacity of extension personnel to implement SHEP activities is improved.
Output 4:
SHEP activities are implemented targeting smallholder farmers.
Output 5:
Tajik SHEP implementation guidelines for government and non-governmental organizations (including other projects) are developed, and recommendations are made on the governments implementation structure. |
