In Uzbekistan, non-communicable diseases (NCDs) account for 84 percent of all deaths, with cardiovascular diseases being the most common cause at 58 percent, followed by cancer (8 percent), diabetes (3 percent), and chronic respiratory diseases (2 percent) (WHO 2016). In addition, among deaths from NCDs, the mortality rate of those aged 70 years or younger is 25 percent, which is high compared to 9 percent in Japan, and the economic and social impact of early mortality is a concern, making effective NCDs control measures an urgent necessity. Under these circumstances, Japan implemented three projects in Navoi Province from 2002 to 2013 to help improve the functioning of health care facilities and strengthen capacity for prevention and early detection of NCDs. However, challenges remain in providing quality Health services and further cooperation is needed. This cooperation will strengthen the capacity of Tashkent and Navoi provinces for NCDs prevention, early detection, and patient management, particularly in primary health care facilities, by strengthening health promotion, health service delivery capacity, and monitoring capacity at the provincial administrative level in relation to NCDs control, This will contribute to strengthening the countrys capacity to prevent and manage NCDs. |
