The development objective of the Human Capital Project for Guinea-Bissau is to improve utilization of quality social services, particularly for children (0-10 years), pregnant women and adolescent girls, and poor populations, in the targeted regions. The project comprises of five components. The first component, investing in women and children aims to increase investments in women and young children, especially from poor and climate vulnerable households, to facilitate and promote utilization of essential social services, with the objective to build early childhood human capital. It consists of following sub-components: (i) establish and expand the national social registry; (ii) maternal and child cash transfer program; (iii) community health and social mobilization; and (iv) community-based approach to improve learning outcomes. The second component, improved service delivery focuses on the introduction of performance-based financing (PBF) and technology across the health and education sectors to enhance the provision of quality social services. It consists of following sub-components: (i) PBF for delivery of climate-smart essential health services; and (ii) PBF and technology to improve access to learning materials. The third component, enhanced human resources support interventions to increase the quality of human resources (HR) in the social sectors, and develop and strengthen accountability mechanisms for health professionals, teachers, and social workers. It consists of following sub-components: (i) enhance clinical capacity and deployment of health professionals; (ii) improved strategies for teaching foundational skills; and (iii) training social workers to deliver quality social services. The fourth component, institutional strengthening, monitoring and evaluation (M and E), and project management consists of following sub-components: (i) M and E; and (ii) project management and institutional strengthening. The fifth component, contingent emergency response component (CERC) is included in the project in accordance with Investment Project Financing (IPF) Policy, paragraphs 12 and 13, for Situations of urgent need of assistance and capacity constraints.To improve utilization of quality social services, particularly for children (0-10 years), pregnant women and adolescent girls, and poor populations, in the targeted regions |
