The development objective of Transforming Healthcare Through Reform and Investments in Efficiency Project for Ukraine is to improve the efficiency of public expenditure on health. The program supported by this Program for Results (PforR) aims to improve the efficiency of Ukraine’s public expenditure on health. This overarching reform objective and the need to use public resources more efficiently has taken on new urgency in the context of dramatically constrained public financing. The PforR will support the implementation of essential health financing reforms in the context of severe budget constraints, economic slowdown, displacement, and improve the efficiency of overall public finance of the health sector. In line with the Approach Paper, the PforR will also strengthen the capacity of the National Health Service of Ukraine (NHSU) through the optimization of operational procedures, enhancement of provider contracting, and streamlining of monitoring information systems. The PforR is aligned with the World Bank Strategy for Fragility, Conflict, and Violence (2020–2025). The PforR is consistent with Ukraine’s climate strategies including the Paris Agreement, updated 2021 Nationally Determined Contributions (NDC), 26 the Strategy for the Environmental Security and Adaptation to Climate Change for the period up to 2030, Ukraine 2050 Low Emission Development Strategy, and Energy Strategy of Ukraine for the period up to 2035. It has four results areas as follows: Prioritization within the Program of Medical Guarantees; Optimization of the Hospital Network; Strategic Purchasing; and Management Capacity.The objective of the Operation is to improve the efficiency of public expenditure on health. |
