The development objective of Rural Access and Agricultural Marketing Project Scale Up for Nigeria is to improve rural access and climate resilience of communities in targeted rural areas and strengthen institutional capacity for management of the rural road network and in case of an Eligible Crisis or Emergency, respond promptly or effectively to it. This project has four components. 1) The first component, Improvement of Resilient Rural Access, has the following sub-components: (i) Climate-informed Rural Roads Rehabilitation/Upgrade; (ii) Supplemental Technical Support for Rural Roads Rehabilitation/Upgrade; and (iii) Support for Social Inclusion.2) The second component, Climate-Resilient Asset Management, has the following: (i) Asset Management Improvement and Resilience Scale up; and (ii) Development and Implementation of a Climate Risk-Informed Road Asset Management System. 3) The third component, Institutional Strengthening and Project Management, has the following sub-components: (i) Project Management; and (ii) Institutional Strengthening and Sector Reforms. 4) The fourth component, Contingent Emergency Response Component (CERC), is included in the project in accordance with Investment Project Financing (IPF) Policy, paragraphs 12 and 13, for Situations of Urgent Need of Assistance and Capacity Constraints.
