The Strengthening Multimodal and Integrated Logistics Ecosystem (SMILE) program is a programmatically approached policy-based lending comprising two subprograms. The program aims to expand Indias manufacturing sector and improve resilience of its supply chains through the establishment and operationalization of a comprehensive policy framework. Logistics efficiency will be enhanced through (i) strengthening the institutional bases for multimodal logistics infrastructure development at the national, state, and city levels; (ii) standardizing warehousing and other logistics assets to strengthen supply chains and incentivize greater private sector investment; (iii) improving efficiencies in external trade logistics; and (iv) adopting smart systems for efficient and low-emission logistics. Subprogram 1 included critical policy and institutional reforms in the logistics sector including launch of the PM Gati Shakti National Master Plan (PMGS-NMP) for Multi-Modal Connectivity and the National Logistics Policy (NLP) by the Government of India. Subprogram 2 builds on subprogram 1 reforms and further operationalize and implement PMGS-NMP and the NLP at the central, state and local government levels, while expanding the reforms taken to more agencies, states and municipalities. |
