The technical assistance (TA) aims to support the upstream technical due diligence, design, development, processing, and implementation of the ensuing Health Sector Development Program II (HSDP II) for Bhutan programmed for 2027 with an estimated budget of $30 million. The TA will also provide technical advisory and capacity building support to enhance governance, regulatory, and planning capacity of the Ministry of Health (MOH) and other concerned institutions.
The TA is aligned with Strategy 2030 operational priorities (OPs) of the Asian Development Bank (ADB), particularly (i) addressing remaining poverty and reducing inequalities by improving the accessibility and quality of affordable health care services to underserved population (OP1); (ii) accelerating progress in gender equality by addressing health service accessibility gaps of women, girl, and gender minorities (OP2); (iii) tackling climate change, building climate and disaster resilience, and enhancing environmental sustainability by incorporating climate resilience measures and adaptation elements into HSDP II (OP3); and (iv) strengthening governance and institutional capacity with strong focus on digital transformation, health financing, human resource for health, and publicprivate-partnership (OP6). |
