Rwanda’s Vision 2050 is an ambitious long-term development strategy aimed at transforming the country into a high-income nation with a high standard of living for all citizens. A key challenge is to transform the agricultural sector, which currently employs 69% of the population, to increase productivity and sustainability, while reducing the percentage of people working in subsistence agriculture. This requires significant innovation in agricultural practices and a focus on developing quality agricultural technical and vocational education and training to equip workers with the skills needed for a more productive agricultural sector. Empowering women and youth is crucial, as they represent a significant portion of the agricultural workforce and play a critical role in innovation within their communities.
The project aims to sustainably transform agricultural systems in Rwanda and improve the livelihoods of women, youth and persons with disabilities by strengthening climate-resilient technical and vocational education and training (TVET) in agriculture. To this end, the project will establish TVET centres of excellence that will provide high-quality training and formal certification in agriculture, food processing and animal health. The project will also focus on strengthening agricultural innovation and agricultural labour market placement mechanisms.
By aligning training programs with industry needs and fostering linkages between centers of excellence and the economic ecosystem, the project aims to empower graduates, support rural communities and contribute to the overall modernization of the Rwandan agricultural sector.
Expected results:
strengthening the governance of central and district institutions to better guide and supervise TVET schools, ensuring that curricula are aligned with economic needs;
establishment of three to five TVET centres of excellence with conducive learning environments that integrate modern teaching methods for long-term training programmes and short-term courses for skills upgrading, ensuring alignment with market demands;
establishment of production units within TVET centres of excellence to provide practical training and business services to improve students employability;
establishment of assessment centres to facilitate the recognition of prior learning, enabling individuals to obtain qualifications based on their existing skills;
strengthening workplace learning and career guidance mechanisms, connecting graduates with employment opportunities in the agricultural sector, to improve integration into the labour market. |
