Technical Assistance
The technical assistance (TA) will strengthen the capacity of the Government of Georgia to realize its vision of becoming a green an inclusive regional gateway. It will also help the Asian Development Bank (ADB) pivot its assistance program toward more climate action and gender mainstreaming. The TA will provide a multisector and integrated approach to capacity development, policy advice, project identification, and support to project preparation and implementation. The TA will share lessons and experiences regionally to spur replication and upscaling of concepts and approaches developed.
Project Rationale and Linkage to Country/Regional Strategy
The TA is expressly designed to achieve the two strategic objectives of the ADB country partnership strategy for Georgia (CPS), 20242028: (i) transition to a green and integrated economy, and (ii) foster a more resilient and inclusive society. The TA will also directly support the CPS four cross-cutting themes: (i) climate action and disaster risk management; (ii) regional cooperation and integration (RCI); (iii) private sector development and digital transformation; and (iv) gender equality. This focus is informed by the findings and recommendations of ADBs Country Assistance Program Review for Georgia, 20192023 (CAPR) and its validation by ADBs Independent Evaluation Department. Firstly, that ADB should embed climate action at the core of the CPS which will require mobilizing concessional financing to support climate action investments and assist the private sector in overcoming barriers, including namely building clients awareness and knowledge of the criticality and value of investing in climate action. Second, that ADB should pursue more transformative support for gender equality, sustaining and building on strong historical mainstreaming of gender in its operations. Third, ADB should increase strategic dialogue and knowledge support to drive forward the RCI agenda. The CAPR further highlighted that the translation of knowledge into operations and its dissemination within and outside the country (including for the private sector), will be important for ADB to deploy in Georgia.
The TA incorporates lessons learned from previous ADB assistance to Georgia, such as the importance of providing value-added knowledge and innovative finance to address complex development challenges that Georgia cannot resolve on its own, and the need to further tailor knowledge solutions related to ADB Strategy 2030 priorities to audience needs. The TA cluster will provide much needed support in advancing priority policy reforms and unlocking investment opportunities across sectors and throughout the CPS implementation period. The TA is categorized as EGM following the outcome and outputs of the projects described below. |
