With an increasing modal share, rail transport in Morocco is particularly dynamic
thanks to the territorial coverage of its network, expanded in particular after the opening of the LGV TangerKenitra in 2018. Despite the impact of the health crisis, passenger traffic is expected to recover, or even increase, in 2022 compared to pre-Covid levels, with 44 million passengers per year. The freight activity is strengthened in particular due to the partnership with OCP SA in charge of the extraction of phosphates (representing 70% of freight activity revenues) but also to the growth in the transport of goods.
The National Railways Office (ONCF) is an EPIC created in 1963 with the mission of exclusively managing the Moroccan rail network. ONCF is pursuing an ambitious investment strategy,
"Destination 2025", the objective of which is to increase the rail modal share in passenger transport,
by improving the quality of service to passengers and developing freight activity.
This project aims to build a technical center dedicated to railway maintenance on a 30 ha site in
the Zenata industrial zone, in the commune of Aïn Harrouda, not far from Casablanca. The
concentration of all maintenance activities on the same site responds to a logic of
optimization (massification of supplies), gains of scale (concentration of
technical skills) and efficiency (reduction of indirect costs). The project also includes the
completion of small rehabilitation works on the Casablanca and Meknès workshops in order to improve
safety, health and hygiene conditions, as these sites are to be dismantled in the long term. Technical assistance
