The main objective of the proposed TA is to improve public procurement outcomes through establishment of an institutionally and financially sustainable procurement professionalization framework.
Project Rationale and Linkage to Country/Regional Strategy
Despite reforms initiated since 2017, the effectiveness of Uzbekistans public sector governance, particularly in public finance and procurement management, remains weak. ADBs 2023 Country/Sector Procurement Risk Assessment (CSPRA) has also concluded "the lack of a fully structured capacity and capability program" as one the major weaknesses of the countrys public procurement system. The proposed TA will support the government to partially address the gaps and implement the recommendations made in the assessment report. It will contribute to recognition of the profession in the civil service framework, development of competency model, job architecture, and certification scheme for public procurement professionals, collaboration with academia and knowledge centers, and setting up platforms for professional networking, exchange of knowledge and experience. |
