The proposed regional private sector technical assistance (TA) will focus on developing private sector industrial decarbonization and green building opportunities in Southeast Asia. The TA will support private sector business development and investment activities focused on hard-to-abate sectors such as industrial decarbonization and green buildings. These two sectors were identified in the Private Sector Operations Departments Climate Finance Ambition Plan as areas for ADB to increase its lending based on commercial and climate mitigation potential. The two sectors also have a natural synergy since the scope three emissions of the building sector are closely linked to the scope 1 and 2 emissions of the industrial sector (such as cement and steel). The geographic coverage of the TA will include Developing Member Countries in Southeast Asia, initially focused on the Philippines, Indonesia, Thailand, Viet Nam and Cambodia. The TA activities will include market and sector analysis (including an assessment of midstream and upstream barriers and supportive policy incentives), client outreach, preliminary screening of project opportunities, development of an investment pipeline and preparation of further funding applications, project structuring, and ADB transaction processing. This combination of activities will help contribute to PSODs climate finance targets while also promoting a OneADB approach under the new operating model (NOM) through analysis of midstream and upstream constraints in these sectors, in collaboration with other departments including SERD, OMDP, CCSD and SG. PSOD will hire consultants to lead the activities above, with oversight and guidance from the PSIF2 team based in Bangkok.
The TA is envisioned to support business development of climate finance opportunities in the industrial decarbonization and green buildings sectors, with an initial focus on Cambodia, Indonesia, the Philippines, Thailand, and Viet Nam. The TA will involve market research, origination, and preliminary screening of potential investment opportunities to develop an investment pipeline, as well as preparation of further funding applications, due diligence, and ADB financing. |
