The AFD is supporting the Collectivité de Saint-Martin in the implementation of an urban renovation plan for priority neighbourhoods on the island, with the aim of strengthening social ties, while supporting the COM in defining its investment priorities.
CONTEXT
Governed by article 74 of the constitution, the Collectivity of Saint-Martin (COM) has exercised since 2007 all the powers devolved to the municipalities, department and region, as well as certain powers transferred by the State.
In line with the post-Hurricane Irma infrastructure reconstruction operations in 2017, which destroyed 90% of the island, the COM is implementing a multi-year investment program estimated at one billion euros over the period 2023-2032, covering all public policies within its area of ??expertise (including water and sanitation , air transport, maritime transport). This new team, elected in 2022, is therefore looking to strengthen the attractiveness and meet the needs of the territory by upgrading, rebuilding or building structural facilities relating to roads and networks, schools, sports and cultural facilities, administrative buildings and port and airport facilities.
DESCRIPTION
Technical support for the development of a Multi-Year Investment Program (FOM funding: €42k, starting in October 2023): the St-Martin community has established a quantified list of projects and a provisional timetable with a view to making essential decisions in terms of investment priorities, identified needs and resources that can be mobilized in the territory. The project consists of supporting the community in identifying priority projects and associated costs for the development of the island in order to enable the elected representatives of the COM to make decisions in line with the budgetary resources of the Community. It will also involve assessing the borrowing requirement over the period 2024-2032.
Urban renewal (FOM funding: €113k, started in November 2023), the community has begun developing its development and planning plan (PADSM) as well as its local housing program (PLH). The objective is to provide the Saint-Martin Community with the engineering and assistance necessary to implement an urban renewal program aimed at transforming priority neighborhoods (Sandy Ground and Orléans) with socio-economic weaknesses and difficulties.
AMO Plan séisme Antilles (FOM funding: €656k, started in September 2023): for 19 identified schools (including middle and high schools), AFD provides project management assistance to conduct technical and financial feasibility studies for the construction/reconstruction of these establishments to earthquake-resistant standards, to identify a financing plan including the mobilization of European and State subsidies, to monitor operations with the aim of optimizing the costs of these operations. This technical support concerns the safety of 334 classes and 6,346 students. |
