The development objective of the Digital Infrastructure Project for Philippines is to improve climate resilient, secure, and inclusive broadband connectivity. The project has five components: (i) backbone network, (ii) middle-mile network, (iii) access network (Last-Mile), (iv) network security, and (v) project management support. The first three components of the Project will invest in the government fiber optic backbone and middle-mile at the national level, and in last-mile connectivity in Mindanao. The network security component will strengthen the digital resilience in the country through ensuring secure and efficient functioning of fiber optic cables and increase the confidence in digital adoption by the government, businesses, and citizens. The project management component will build DICT’s project management, technical, and coordination capacity. These components are consistent with the Philippines Government’s goals under this project, which are to support the buildup and completion of the government-owned broadband infrastructure network through the NBP to: (a) accelerate the provision of broadband connectivity particularly in remote and disadvantaged areas to enable digital transformation and socioeconomic development opportunities; (b) augment the country’s digital infrastructure to help close the digital divide and catalyze private sector investments; and (c) strengthen capacity for cybersecurity and for protecting critical information infrastructure.
