Project Detail The proposed operation is aligned with the country’s development agenda. South Sudan Non-Oil Revenue Mobilisation and Accountability Phase II (NORMA-II) constitutes a second phase to the NORMA project which aims at deepening and consolidating the country’s domestic revenue mobilization reforms that were initiated in 2017 under the ongoing project. Project Objectives The project’s development objective is to strengthen the capacity of SSRA to increase nonoil revenue mobilization and accountability. In this regard, the key interventions of the project will be to: (i) build SSRA IT systems to further enhance tax administration including tax collection and to promote voluntary taxpayer compliance; (ii) enhance tax audits/investigations including tax-payer perception reviews; (iii) implement existing tax policies while exploring opportunities for new areas to widen the tax net such as value added tax (VAT), hotel taxes, and property taxes and (iv) consolidate NORMA-I staff training. Beneficiaries The proposed operation will be implemented nationwide. Its direct beneficiaries are the South Sudan National Revenue Authority (SSRA), and the Ministry of Finance and Planning through support for institutional capacity building and technical assistance to enhance non-tax revenue collection capacity and internal training facilities. The proposed operation also incorporate actions that will help SSRA to advance the country’s climate change agenda through installation of solar panels in critical locations such as the SSRA Training Academy and Centralized Call Centre. NORMA-II’s indirect beneficiaries are the private sector (taxpayers) through a simplified tax regime and streamlined tax procedures, including a Centralized Call Centre where citizens can channel their concerns for resolution.
