Project Objectives
The main objective of the programme is to contribute to strengthening rural land ownership security and enhancing public finance management. The specific objectives of the project are: (i) securing and enhancing rural land ownership and expanding agribusiness as a growth-driving sector; and (ii) continuing public finance reforms for effective and optimal management of public resources.
Beneficiaries
The main expected outcomes of the Programme are as follows: (i) strengthened land tenure security with the issuance of a cumulative 114,174 land titles by 2025, 26% of which will benefit women; (ii) the extension of land mapping to new areas totaling 300,000 hectares and the development of 40,000 hectares of agricultural land. The combined effects of land tenure security and the promotion of agribusiness are expected to increase national food production to 265,000 tonnes in 2025 (up from 82,411 in 2021), thus contributing to the consolidation of food security for the Togolese population. Finally, the programme aims to increase tax revenues to 15.4% of GDP in 2025, compared to 13.9% of GDP in 2022, mainly through better land management and the increase in land titles issued by the OTR. The direct beneficiaries of the PAAFIP are the Ministry of Economy and Finance through the financing of the state budget, the Ministry of Agriculture, Livestock and Rural Development, the Ministry of Urban Planning, Housing and Land Reform, the OTR, and all private agricultural sector stakeholders. Indirectly, the programme will benefit the entire Togolese population through job creation, improved land tenure and food security. |
