Project Notice

PNR 65215
Project Name Comoros - Maritime Corridor Development and Regional Trade Facilitation Project
Project Detail The Maritime Corridor Development and Regional Trade Facilitation Project aligns with the priorities of the Emerging Comoros Plan 2030 and the Post-COVID-19 Recovery Plan, both of which focus on infrastructure development as a catalyst for economic growth. It is in line with the development programme and guidelines on the interventions by technical and financial partners. It is also in line with the Transport Sector Policy (PST 2021-2025) for the modernisation of transport infrastructure to improve services for users, reduce costs and stimulate trade, tourism, and regional integration in the island nation. Project Objectives The Maritime Corridor and Regional Trade Facilitation Project (PCMFC), developed by the Ministry of Maritime and Air Transport with technical and financial support from the African Development Bank, aims to support the improvement of connectivity and maritime transport safety between the islands, both physically and institutionally, to better connect populations to markets and contribute to the integration of domestic markets in Comoros. It aims to enhance the economic and financial viability of port infrastructure and improve their resilience to climatic hazards. Beneficiaries Overall, the beneficiaries of the proposed ports expansion and modernisation are many and include the population, the private sector, and the State of the Comoros, as well as the SADC, COMESA, and IOC countries. Shipping companies and logistics industries, consumers and exporters at the national, regional, and international levels are also among the project’s potential direct beneficiaries. Other government entities, particularly the customs authorities, which are major players, will benefit from a more competitive port operating framework. The project’s indirect beneficiaries are the main players involved in the sub-region’s economic activities and beyond, as the transformed ports will, thanks to their natural strategic location, offer a lever of opportunities linking the neighbouring islands of the Indian Ocean, continental East and Southern Africa, the Middle East and Asia. The combined efficiency of the Comoros three ports and the economic zone will therefore have a major impact on the economies of the countries they serve and will be able to contribute to the regions economic growth.
