The project targets to enhance the living conditions of rural Moldovan populations residing in the targeted villages by accessing year-round water for drinking water and household use as well as safe household sanitation. In order to achieve this, the project will work towards the following changes:
- Provision of safely managed water and sanitation services: Local public authorities and regional operators provide adequate water and sanitation services to the rural population;
- Recognition of decentralized and safely managed sanitation options: Decentralized sanitation systems (e.g. septic tank and faecal sludge management systems) are recognized by authorities as a viable, cost-effective and environmentally sustainable solution for sanitation in rural Moldova.
Expected results
In order to achieve the aforementioned outcomes, activities contributing to the achievement of the following five outputs are planned:
- Improved access to safe drinking water: The population of the partner villages/municipalities, including all women, men and vulnerable people, has equitable access to safe drinking water.
- Improved access to decentralized rural sanitation: Access to proven decentralized sanitation systems (septic tank systems and faecal sludge collection and treatment solutions) is improved.
- Strengthened capacities of operators and municipalities: The capacities of municipalities and delegated operators are strengthened for an improved management and maintenance of their water and sanitation infrastructure and services. Inter-community Development Associations (IDAs) might also be targeted under this output, where possible.
- Improved awareness of decentralized sanitation: Authorities (local and national) and the general population have an increased understanding of the respective advantages and disadvantages of centralized and decentralized sanitation systems for rural localities.
- Strengthened policy on decentralized sanitation: National authorities (key minis-tries such as the Ministry of Infrastructure and Regional Development (MIRD), Ministry of Environment (MoE) and Ministry of Health (MoH)) recognize decentralized sanitation systems as viable solutions, and a policy document or guideline is issued related to the construction of septic tanks or other decentralized sanitation systems.
Target group / Beneficiaries
The project takes a holistic approach to provide improved Water and Sanitation by not only targeting, but actively integrating all relevant national, regional and local stakeholders. The direct beneficiaries are currently defined as follows:
1. Population of the defined rural areas with particular attention to the most vulnerable, including women-headed households.
2. Local and Regional Water Supply and Sanitation Operators/Utilities (including future operators of wastewater and/or faecal sludge treatment plants)
3. Local Public Authorities (LPAs, equivalent to Primarias), as well as Inter-community Development Associations (IDAs) that are to be established by LPAs.The project will work in approx. 5-10 villages, selected on the basis of expressed demand and trust built through previous and on-going interventions. The entire population of these villages (including men, women, children and vulnerable groups) will benefit from the interventions of the project.
The project has provisionally selected targeted rural localities across various Raions: Floresti and Soroca, Nisporeni, Str?seni, and Leova. The selection considers collaboration experiences from ApaSan+ and the ongoing ADA-funded LOCOMO project.
The project will be implemented in Moldova by Skat through its local partner, the non-profit organization Fundatia Centrul Moldo-Elvetian pentru Cooperare “SKAT”. |
