Support for CINOR for the implementation of the “BAO-BAB” Dedicated Site Public Transport project.
CONTEXT
Dynamic and attractive, the CINOR territory is a major employment center in Reunion . However, its road traffic suffers from saturated car traffic, exceeding 100,000 vehicles per day at the airport. Indeed, the private car remains the primary mode of travel in Reunion, while public transport represents only 11% of traffic. The causes: problems with regular timetables, less readable supply and often unsuitable roads.
The city of Saint-Denis is particularly suffocated by this intense traffic, especially on the main boulevards Lancastel and Jean Jaurès.
Faced with the weakness of public transport, CINOR intends to develop a High Level of Service Bus offer with the BAO-BAB project (Bus Aéroport Ouest Bus Aéroport Bocage). This new network plans to cover the area from the Lambert barracks (Saint-Denis) to Quartier Français (Sainte-Suzanne), with strategic priority given to the BAO section in line with
the opening of the New Coastal Road to the West of Saint-Denis.
DESCRIPTION
The AFDs support of €600K in Overseas Fund grants will co-finance the project management assistance (AMO) responsible for managing the studies and regulatory files, necessary for the transition to the operational phase of the TCSP BAO-BAB.
To provide the technical and economic elements essential to the design of the BAO-BAB project, the AMO will carry out an initial study aimed at extending and modernizing the current central section of the TCSP (less than 4 km). This extension to the West and the Eastern gates of the urban area must be designed in line with the Car Jaune regional transport network (interurban scale) and with a new parking and public space development policy in the main town (urban scale).
The AMO will also be responsible for monitoring the implementation of the BAOBAB project and will have an advisory role with CINOR and the various service providers.
IMPACTS
The BAO-BAB project AMO is central to the implementation of the project. It will support CINOR in the implementation which aims at the following objectives:
Provide an efficient network of High Level Bus Service (BNHS) with a platform dedicated to buses.
Decongest road traffic by limiting the space for private cars.
Reduce CO2 emissions by connecting the user to other existing systems, such as cable transport and “soft” transport (bicycle, walking, scooter, etc.).
Offer an alternative solution to users by allowing them to have park and ride facilities at the city gates at Barachois, Duparc or Deux Rive-Quartier Français. |
