Through the mobilization of the expertise of ADEME Réunion, this project aims to support the capacity building of the Ministry of Environment, Waste Management and Climate Change (MoE) in Mauritius. It participates in the approach initiated by the Mauritian government and supported by AFD to move from a linear economy to a circular economy.
CONTEXT
In Mauritius , over 95% of the solid waste generated is disposed of annually at the island’s only landfill, the Mare Chicose landfill. Since 1997, this landfill has received over 9 million tonnes of waste and is close to saturation, which generates a significant cost in terms of treatment. Well aware of this, the government has decided to shift the practice of solid waste management from a linear approach to a circular economy model.
DESCRIPTION
ADEME Réunion will support the capacity building of the staff of the Solid Waste Management Division of the Ministry of the Environment, Waste Management and Climate Change (SWMD) on several key topics of waste management. With the mobilization of ADEME Réunion, Réunion expertise will be called upon, and cooperation between the sister islands on the common challenge of waste management/circular economy in the island territories will be strengthened.
More specifically, this partnership will focus on five main areas:
The revitalization of the ecological transition project;
Waste prevention;
Extended producer responsibility;
Waste recovery (material and energy);
Hazardous waste management.
IMPACTS
Expected objectives:
Support the Mauritian authorities in the implementation of the circular economy roadmap;
Support the strengthening of the skills of SWMD staff and stakeholders in the establishment of a framework favorable to the development of Public Private Partnership projects in the solid waste sector;
Support SWMD staff in improving their skills in carrying out and monitoring feasibility studies;
Raise awareness among Mauritian stakeholders of approaches to preventing household waste and economic stakeholders, but also, depending on their profile, to supporting behavioral change;
Prioritize Extended Producer Responsibility sectors to develop and support the SWMD in the overall management of these sectors on the REP;
Support SWMD in acquiring in-depth knowledge and understanding of the treatment of biowaste (kitchen and table waste and green waste);
Support the SWMD in structuring the sector for the prevention and recovery of construction waste;
Support the Mauritian authorities in the development of methanization;
Support the strengthening of skills of SWMD staff and the central electricity office on mature energy recovery solutions;
Support the strengthening of skills of SWMD technical staff on hazardous waste management;
Support the development of methanization. |
